The Saint Lucia Tourism Authority (SLTA) is seeking proposals from a Consultant/Service Provider to manage its TikTok account globally. The global markets include the USA, Canada, the Caribbean and the United Kingdom.

Background

With the mandate of marketing Saint Lucia as a tourism destination, the SLTA seeks to develop and improve the profile of Saint Lucia to a ‘marquis’ destination in today’s very competitive marketplace. Consequently, the Authority is seeking to improve its social media platforms including TikTok. The SLTA’s TikTok account has already been set up and requires its management following a test launch in 2021. The selected consultant/provider will be required to report to the central marketing team at the Head Office in Saint Lucia with ultimate oversight and direction from the Chief Executive Officer. The Consultant/Provider is required to undertake the following Scope of Work:

Scope of Works

Develop organic content for @TravelSaintLucia that can be shared across all social media platforms as reels and #ForYou page.

Create educational, inspiring, entertaining, and informative content utilizing TikTok trends, hashtags and sounds.

Collaborate with travel-based TikTok users to promote and market the destination through contests and giveaways.

Build a higher profile and engaging brand for @TravelSaintLucia on this platform

Increase the number of TikTok followers, engagements and likes significantly.

Create interest amongst potential customers to engage with the content and advocate and share.

Create routes for audiences to find out more and book a vacation.

Establish a framework and a base for future activity and campaigns.

Priority will be given to a consultant who can submit a comprehensive and cost-effective proposal considering the branding requirements and scope of work.

Proposal Submission Requirements

To receive consideration, proposals must be submitted as follows:

1. Proposals should include a cover letter to the attention of the Chief Executive Officer accompanied by resumes/CVs with references and a portfolio that includes examples of similar work. The cover letter must include the name of the proposing individual/company, the name (s) of the professional (s) proposed to provide direct service for the duration of the project with all contact details.

2. Proposals should include a narrative that speaks to qualifications and examples of experience relevant to managing the SLTA TikTok account and including team and clients.

3. The proposal should include recommendations on target audiences, content and influencer strategies.

4. The management and staffing including the reporting and administration should be clearly outlined in the proposal. Additionally, timelines and the number of hours and costs to accomplish the Scope of Work should be included in the proposal.

5. A detailed financial proposal/budget to include support costs with details of the support provided and that required from the SLTA. The proposals must clearly outline the responsibilities both of the Authority and the Service Provider. All costs payable by the Authority for these services must be clearly defined.

By submitting a proposal, the provider authorizes the Authority to contact references to evaluate qualifications for the provision of this service.

All proposals will be evaluated based on the following criteria:

Performance capability.

Completeness and quality of response.

Understanding of and commitment to the Authority’s mission and strategic objectives

Cost to the Saint Lucia Tourism Authority.
